- As special advisor to President Trump, what would you consider to be the preconditions for the US to be able to engage with North Korea? 

- 트럼프 대통령의 보좌관으로서 미국이 북한과 대화하기 위한 전제조건은 무엇이라 생각하나요.

“The President and his National Security team have made very clear their position on this question, and have affirmed repeatedly our joint strategy of maximum pressure on North Korea. We stand with our allies in insisting on the denuclearization of the Korean Peninsula.

“(트럼프) 대통령과 국가안보팀은 이 문제(북-미 대화의 조건)에 대해 매우 분명한 입장을 밝혀왔고, 북한을 상대로 공동의 ‘최대의 압박’ 전략을 (추진할 것임을) 반복적으로 확인해왔습니다. 우리는 동맹국들과 함께 한반도 비핵화를 강조하고 있습니다.”

-Your upcoming visit to the closing ceremony of the PyeongChang Olympics has been keenly anticipated, and the media made comparisons to Ms. Kim, Yo Jong, the younger sister of the North Korean dictator, Kim Jong Un, who attended the opening ceremony earlier this month. Given her stature and weight within the North Korea leadership, she has also been called as ‘North Korea’s Ivanka‘ in some media reports. Against this backdrop, if you were to have a chance to meet her in person, what would be your first word and key message to her and/or North Korea? 

- 평창 올림픽 개회식에 맞춰 방한했던 김여정 북한 노동당 제1부부장을 ‘북한의 이방카’라고 표현한 언론 보도가 있었습니다. 당신의 방한 역시 북한 김여정의 방한과 비교되고 있는데, 만약 김여정을 직접 만난다면 어떤 첫마디와 메시지를 전달하고 싶은지요.

”I have no plans to meet with anyone from North Korea. As far as the comparison, I would much rather celebrate our common interests with my sisters in South Korea. My main message is to the people of South Korea: congratulations on a great Olympics, and thank you for welcoming me, Team USA, and the Presidential Delegation to the fantastic, modern, vibrant nation you have built!“

“북한에서 온 그 누구와도 만날 계획이 없습니다. (김여정과의) 비교에 대해선 (그와 같은 비교보다는) 한국에 있는 나의 자매들(my sisters in South Korea)과 공통 관심사에 대해 더 기쁘게 이야기하고 싶습니다. 제 핵심 메시지는 한국 국민을 향해 있습니다. 바로 ‘훌륭한 올림픽을 치른 것을 축하드리고, 저와 미국 대표선수들, 그리고 대통령 사절단을 여러분들이 일궈낸 환상적이고 현대적이며 역동적인 나라에서 환대해주신 것에 감사한다’는 것입니다.”

-Would you be willing to visit North Korea and meet Kim Jong Un if your visit could serve to reduce tensions on the Korean Peninsula?

- 한반도 긴장 완화에 기여할 수 있다면 방북해 김정은을 만날 의사가 있나요.

”The President, his National Security team and State Department are executing the maximum pressure campaign on North Korea. I am in South Korea to celebrate our talented American athletes and share a message of friendship, respect and support to the people of South Korea.“

“대통령과 국가안보팀, 그리고 국무부는 북한을 상대로 ‘최대의 압박’ 정책을 실시 중입니다. 제가 한국에 온 이유는 재능 있는 미국 선수들을 축하하고 한국 국민들과의 우정과 그들에 대한 존경, 그리고 지지의 메시지를 나누기 위해서입니다.”

-Many were touched by the passionate speech by President Trump during his visit to Korea last year, where he criticized the North Korean dictatorship for its record of human rights violations, a point he reiterated in the State of Union speech last month. Is it the stance of Trump Administration that North Korea is led today by an ’illegitimate, inhumane‘ dictator?

-트럼프 대통령이 지난해 한국 국회, 그리고 지난달 국정연설에서 언급한 북한 인권 문제에 대해 많은 이들이 공감했습니다. 불법적이고 잔혹한(illegitimate and inhumane) 독재자가 북한을 이끌고 있다는 것이 트럼프 행정부의 관점인가요.

”Unquestionably North Korea is one of-if not THE most-repressive regimes in the world. Our hearts break for the suffering of the North Korean people. Seeing the beauty, strength and success of South Korea only makes North Korea’s plight more tragic. It is so impressive to see firsthand what the Korean people are capable of when they are free of tyranny and able to develop their own talents and realize their potential to the fullest.

“북한은 가장 억압적이진 않더라도 의심의 여지 없이 세계적으로 억압적인 정권 중 하나입니다(one of―if not THE most―repressive regimes). 북한 사람들이 겪는 고통에 마음이 아픕니다. 한국의 아름다움과 힘, 그리고 성공은 북한의 참상을 더 비극적으로 보이게 합니다. 한국인이 폭압으로부터 자유롭고 스스로의 재능을 개발할 수 있으며 최고의 역량을 발휘할 수 있을 때 어떤 일들이 가능한지 직접 보게 됐습니다. 정말로 인상적입니다.”

-The new tariff imposed by the United States is deemed by some as a potential source of rift between the two governments in the midst of North Korean nuclear tension. What would be your advice to reduce the tension and meet mutually agreeable terms and conditions? 

-북핵 위기의 긴장 국면 속에 한국을 상대로 한 미국의 관세 부과 문제가 잠정적 갈등 요소가 될 수 있다는 시각이 있습니다. 갈등을 완화하고 상호 호혜적인 조항과 조건을 도출하기 위해 건넬 조언이 있는지요.

”Our economic and national security teams are working hard on these issues. It is our hope that these and other trade issues can be resolved in ways that establish fair and reciprocal trade relations between our two countries, so that both economies can compete on a level playing field.“

“우리의 경제와 국가안보팀은 (한미 무역 문제와 관련해) 열심히 노력하고 있습니다. (관세 부과와) 다른 무역 문제가 잘 해결돼 공정하고 상호적인 무역 관계가 양국 간에 정착되고 양국의 경제가 공정한 경쟁의 장(a level playing field)에서 겨룰 수 있게 되기를 바랍니다.”

-Birth rates in Korea are declining every year as women in general are faced with challenges of balancing parenthood and work. What is your advice to women in Korea as to how to maintain a balance between career and family? 

-한국은 출산율이 매년 감소하고 있습니다. 가족과 일을 병행하는 데 어려움을 느끼는 한국 여성들에게 해줄 말이 있다면요.

”In our modern world, women should not have to choose between work and family. However, similar to Korea, the United States fertility rate hit a low in 2016. It is critical that we foster an environment backed by robust government policies that remove barriers for women in the workplace and enable working parents the opportunity to thrive as they balance the competing demands of work and family.“

“현대사회에서 여성이 일과 가족 중 하나를 선택해야 하는 상황에 처하도록 해서는 안 됩니다. 그러나 한국과 비슷하게 미국에서도 2016년 출산율이 최저를 기록했습니다. 일터에서 여성을 막는 장벽을 제거하고, 일과 가족 사이에서 균형을 맞추면서도 부모들이 성공할 수 있도록 정부가 강력하게 지원해 우호적인 환경을 만드는 것이 매우 중요합니다.” 

-What types of policies would be needed to encourage such a balance, and what are the key principles/goals that you believe should be the cornerstone of such policies?

-이를 위해선 구체적으로 어떤 정책이 필요한가요? 그 정책에 있어서 가장 중요한 원칙과 지향점은 무엇일까요.

”The Trump Administration continues to be focused on policies that support working families and allow them to succeed in the economy. We are advancing policies that improve workforce development and skills training, provide affordable, accessible childcare, lower turnover rates in business and fuel productivity. We are working with Congress to develop a long over-due national paid family leave policy for American workers and fuel the growth of entrepreneurship through deregulation and tax cuts. We aim for our policies to reflect our American values and our innovative spirit.“

“트럼프 행정부는 일하는 가족을 지원하고 그들이 경제적으로 성공할 수 있도록 돕는 정책에 계속 집중하고 있습니다. 일자리 개발과 역량 트레이닝을 개선하고, 부담 없고 접근이 쉬운 보육을 제공하며 이직률을 낮추고 생산성을 개선하는 정책을 추진하고 있습니다. 의회와 협력해 진작 실행됐어야 할 미국인 노동자를 위한 국가 차원의 유급 육아휴직 정책을 개발 중이고, 규제완화와 세금인하를 통해 기업가정신 육성을 촉진하고 있습니다. 정책이 미국의 가치와 혁신 정신을 반영하도록 하는 게 목표입니다.”

-Despite certain progress to date, women are still faced with gender bias and income inequality to varying degrees in Korea. What do you recommend as a solution to such a persistent problem, in order to enhance the future of our daughters and granddaughters? 

-한국에선 성차별과 남녀 간 임금불평등이 여전히 존재합니다. 후세에 보다 나은 미래를 물려주기 위해 추천할 만한 해법으론 무엇이 있을까요.

”As both a former entrepreneur and current public servant, I understand the persistent and unique challenges that women face in the economy. In the United States, we are focused on women‘s economic empowerment, both domestically and globally. One way we hope to address these issues is through promoting entrepreneurship and removing the barriers that inhibit women entrepreneurs from reaching their full potential. We must ensure women entrepreneurs have access to capital, access to networks and mentors, and access to equitable laws. We also must focus on industry segmentation and increasing women’s participation in high growth, lucrative fields, such as technology and engineering, which are so important in the 4th industrial revolution. Women have been historically underrepresented in the STEM fields, so as we consider the future of work, we recognize this must also change. When we empower women in the workforce, our economics prosper and we create more stable societies.“ 

“전직 기업가이자 현직 공직자로서 여성들이 경제활동을 하며 겪는 특수한 어려움에 대해 이해하고 있습니다. 우선 여성 기업가들이 자본, 인맥, 멘토, 그리고 공정한 법에 접근할 수 있도록 보장해야 합니다. 또한 4차 산업혁명에 매우 중요하며 수익 창출도 기대되는 기술·공학 분야에 여성이 더 많이 참여할 수 있도록 집중해야 합니다. 그동안 여성은 STEM(과학·기술·공학·수학) 분야에 진출이 너무 적었습니다. 미래 일자리를 고민하면서 이런 현상 역시 바뀌어야 합니다. 일터에서 여성의 힘이 커지면, 경제가 살고 더 안정적인 사회도 건설할 수 있습니다.” 

-What are other messages you wish to convey to the public in Korea and those watching the Pyeongchang Olympics worldwide? 

평창 올림픽을 보고 있는 전세계인들과 한국인들에게 전달하고 싶은 기타 메세지가 있습니까?

”First and foremost, I want to thank everyone in Korea for their gracious hospitality and tireless work to bring the nations of the world together to celebrate the talent and strength of our people. The ancient history and modern marvels of the city are truly remarkable. They are a testament to South Korea‘s resilience, innovation and unbreakable spirit. On behalf of Team USA and the entire U.S. delegation, it is an absolute honor to come to the closing ceremonies of the PyeongChang 2018 Winter Olympic Games and I want to thank President Moon and First Lady Kim for their warm welcome and friendship.“

“무엇보다 전 세계의 나라를 초대해 그들이 능력과 힘을 선보이고 즐길 수 있도록 너그러운 호의를 베풀고 열심히 뛰어준 한국에 감사의 뜻을 표합니다. 이 도시(서울)의 장구한 역사와 현대적인 장관은 정말로 놀랍습니다. 이는 한국의 끈기와 혁신, 그리고 불굴의 의지를 그대로 보여줍니다. 미국 팀을 대표해 평창 올림픽 폐회식에 참석하게 된 것을 굉장한 영광으로 여깁니다. 문재인 대통령과 대통령 부인 김정숙 여사께도 따뜻한 환대와 우정을 보여준 것에 대해 감사의 말씀을 전합니다.”
